Grant Award:  up to $350,000 and 70 awards

The Transitional Housing Program makes grants to programs to provide 6-24 months of transitional housing with support services for victims who are homeless, or in need of transitional housing, as a result of a situation of sexual assault, domestic violence, dating violence, or stalking; and for whom emergency shelter services or other crisis intervention services are unavailable or insufficient. OVW is interested in programs with a holistic, victim-centered approach to providing transitional housing services that move survivors into permanent housing. Transitional housing can be provided in facilities that are owned by the applicant, in units that are leased by the applicant, or by providing rental assistance for units leased directly to victims. Support services offered should help transitional housing participants locate and secure permanent housing, secure employment, and integrate into a community. Examples of support services include employment counseling, occupational training, transportation, counseling, child care services, safety planning, case management, and other assistance. Support services must be offered to survivors on a voluntary basis. Voluntary support services are designed with survivor-input to meet the individual needs of each survivor. When implementing a voluntary services model through a trauma-informed approach, effective transitional housing supports the self-determination of survivors and adapts services to their individual needs. Staff who have been trained in working with victims of sexual assault, domestic violence, dating violence, or stalking may also be funded to support transitional housing participants.

Evaluation of Policies for the Primary Prevention of Multiple Forms of Violence # RFA-CE-18-002

NCIPC is seeking research proposals focused on rigorously evaluating previously or currently implemented federal, state, local, tribal or organizational policies for impacts on multiple forms of violence, including child abuse and neglect, youth violence, intimate partner violence, sexual violence and/or suicide. The proposed research should evaluate the impact of a selected policy on reducing rates of at least two of these violence outcomes. Applicants are encouraged to assess the impact of the policy on as many violence outcomes that is feasible as well as risk and protective factors that are common to multiple forms of violence. The proposed research will add to the limited evidence base regarding the impact of policies on preventing multiple forms of violence by rigorously evaluating federal, state, local, tribal or organizational policy approaches.

The Centers for Disease Control and Prevention’s National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence by rigorously evaluating primary prevention strategies, programs, and policies to address specific gaps in the prevention of teen dating violence, intimate partner violence, sexual violence, and youth violence. This initiative is intended to support the evaluation of primary prevention strategies, programs or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing the perpetration of youth violence and/or teen dating/intimate partner/sexual violence as detailed elsewhere in this announcement.

NIFA supports programs to address critical organic agriculture issues, priorities, or problems through the integration of research and extension activities and programs to evaluate both the environmental impacts of organic agriculture and the environmental services provided. The Organic Foods Production Act (OFPA) established the National Organic Program (NOP) in 1990. Final rules for implementing this legislation came out in 2000 and nationwide organic standards for certification under a national organic label were first established in 2002. Current market participants report that shortages of organic products constrain the growth of both individual firms and the overall organic sector. NIFA addresses the needs of organic agriculture through both the provision of formula grants to universities and colleges and through competitive funding. The Integrated Organic Program (IOP) is a competitive program that has included the Organic Transitions Program since 2001 and the Organic Agriculture Research and Extension Initiative (OREI) from 2009 to 2012.

In recent years, interest in high-quality parole decision making process has grown significantly. Paroling authorities are under considerable pressure and subject to substantial public and government scrutiny. It is in this environment that NIC developed, in collaboration with the Legal Decision-Making Lab of Carleton University, a tool – structured decision making framework (SDMF) – to improve decision making for offenders being released into the community from prisons. This tool, SDMF, acts as a road map or guideline for parole board members to help them reach, consistent, transparent and defensible release decisions. The structured approach guides parole board members through the deliberation process of making parole decision by considering the offender’s information that has been demonstrated to be closely linked to positive post-release performance. The SDMF use has been supported through research in Canada and in the US by NIC. The research has demonstrated that using the SDMF increases both accuracy and accountability. Given the high stakes involved in parole decision making, even minimal improvements in the predictive accuracy can result in fewer victims and safer communities. In short, the SDMF is a standardized and structured approach or decision making process that has been validated. It is a due diligence model grounded in evidence-based practice. Two years ago, NIC developed a specialized technical assistance (TA) program and process to assist paroling authorities in planning for and implementing the SDMF into their existing practices. NIC has administered the program with a total of eight (8) paroling authorities requesting assistance. One major expectation of this training program is to enhance public safety by better identifying those offenders who are ready for re-entry and those who are not.

The Federal Aid in Wildlife Restoration Act of 1937,50 Stat. 917 as amended; 16 U.S.C. 669-669b, 669-669k,now known as the Pittman-Robertson Wildlife Restoration Act, was approved by Congress on September 2, 1937, and began functioning July 1, 1938. The purpose of this Act was to provide funding for the selection, restoration, rehabilitation, and improvement of wildlife habitat, wildlife management research, and the distribution of information produced by the projects. The Act was amended on October 23, 1970, to include funding for hunter safety programs and the development or the operation and maintenance of firearm and archery ranges. Congress saw a need for additional funds to support hunter education and shooting range development, if States were to meet the challenges of the 21st century. The Congressional Resource Committee had broad support from sportsmen¿¿organizations who stated that States were not using their possible allotments to support these programs or there was not a consistent level of effort to further the future of hunting. As a result, Congress passed the Wildlife and Sport Fish Restoration Programs Improvement Act of 2000 and as part of this Act created the Firearm and Bow hunter Education and Safety Program (Section 10) to address these concerns. The passage of Section 10 set aside $7.5 million in 2001 and 2002 and $8 million thereafter to enhance existing hunter education or shooting range programs.

The mission of the Administration for Community Living’s (ACL) Senior Medicare Patrol (SMP) program is to empower and assist Medicare beneficiaries, their families, and caregivers to prevent, detect, and report health care fraud, errors, and abuse. Through outreach, counseling, and education, the SMP program increases awareness and understanding of health care programs to protect Medicare beneficiaries from the economic and health-related consequences associated with Medicare fraud, errors, and abuse. ACL currently provides grant funding to support 53 SMP projects, including grantees in all 50 states, the District of Columbia, Puerto Rico, and Guam. The SMP projects use this funding to provide local outreach, education, and assistance to Medicare beneficiaries through a trained volunteer workforce. SMP projects teach Medicare beneficiaries to protect their Medicare numbers, to detect billing discrepancies on their quarterly Medicare Summary Notice statements, and to report suspicious activity for further investigation. In addition, SMP projects actively disseminate fraud prevention and identification information through the media, outreach campaigns, and community events. As a result of these efforts, beneficiaries contact the SMP projects with inquiries and complaints regarding potential Medicare fraud, errors, and abuse. SMPs provide in-depth counseling and assistance to help beneficiaries who present with complex questions and issues. With this funding opportunity, ACL anticipates awarding up to 54 cooperative agreements to support SMP projects in each state, the District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands.
